“Canada Border Union Raises Alarms Over Automated Refugee Processing”

Canada’s border officers’ union leader has expressed concerns over potential security vulnerabilities due to the government’s implementation of automated processes in handling refugee claims. The Canada Border Services Agency rebutted these claims, specifically addressing the One Touch intake system.

The One Touch model, introduced in 2022 and now operational nationwide, aims to streamline the processing of “low-risk” claimants while efficiently managing the influx of asylum seekers. Previously, asylum seekers completed their forms in the presence of an officer upon arrival, allowing for thorough scrutiny and verification of claims.

Under the One Touch process, eligible claimants undergo an initial assessment and provide biometric data such as fingerprint impressions and photos. High-risk individuals still undergo in-person processing, while low-risk claimants are given 45 days to complete necessary forms online, raising concerns about the adequacy of the initial risk assessment.

Customs and Immigration Union president Mark Weber criticized the system for its lack of thorough verification, noting that approximately 10% of claimants fail to submit their forms, making it challenging for authorities to track them down for removal, potentially leading to individuals disappearing into the country.

In defense of the One Touch model, CBSA’s vice-president of intelligence and enforcement, Aaron McCrorie, emphasized the multiple layers of defense in place. Claimants arriving at ports of entry undergo rigorous risk assessments and identity verification processes, coupled with cross-referencing against security and law enforcement databases to ensure thorough screening.

While acknowledging the system’s imperfections, McCrorie highlighted the continuous enhancement of security measures to address any shortcomings. Opposition voices, such as Conservative immigration critic Michelle Rempel Garner, have raised concerns about the system’s efficacy and pledged to seek further information.

The government’s commitment to bolster border security includes plans to recruit 1,000 additional border officers as part of its overarching strategy.
