“Gatineau Resident Faces $400 Fine for Bird Feeder”

A Gatineau resident expressed surprise after receiving a warning from the city about a bird feeder in her backyard that could lead to a $400 fine. Ashley Robillard set up the bird feeder on a tree in her yard earlier this month, but a complaint to the city’s bylaw services, from an unknown source, resulted in a visit from an officer on April 17 while she was away. Upon her return, Robillard found a notice from the city.

Robillard, who loves animals and nature, was disheartened by the complaint. She mentioned the presence of birds singing in the tree every morning and decided to feed them. Following a discussion with city officials, she learned that another complaint could result in a court appearance and a fine. As a result, she refrained from putting seeds in the feeder and contemplated removing it from the tree, even informing her daughter that they can no longer feed the birds.

The bylaw of the City of Gatineau pertaining to the keeping and care of animals prohibits feeding or attracting birds on any property. However, small bird feeders for species like chickadees and goldfinches are permitted, provided they are squirrel- and wildlife-proof and do not create unsanitary conditions. The city confirmed receiving a complaint about bird feeding and dispatched an officer to investigate, although no one was present during the visit.

According to city spokesperson Nancy Villeneuve, a ticket is issued only if an infraction is witnessed by the officer. In cases where no one is available at the location or the violation cannot be confirmed, a warning or reminder notice is left. Robillard is considering replacing her feeder with a model featuring a larger seed catcher but expressed concerns about facing another complaint.

Feeling apprehensive about the situation, Robillard questioned the necessity of being taken to court over a bird feeder when such items are widely available for sale.
