Swimmer Penny Oleksiak, who holds the title of Canada’s most decorated female Olympian, has agreed to a two-year suspension from competitive events following three instances of whereabouts violations. The period of ineligibility for Oleksiak will run until July 14, 2027, with the ban being retroactively enforced from July 15 of this year. The Aquatics Integrity Unit released a statement confirming that any competitive outcomes achieved by the 25-year-old from Toronto from June 16 onwards will be nullified, leading to the forfeiture of any medals, points, and prizes she may have earned during that time.
Athlete whereabouts checks are a crucial element of the World Anti-Doping Agency’s (WADA) anti-doping program. Athletes selected for testing are required to provide a one-hour daily availability window, 90 days in advance, regardless of their location globally. Failure to submit accurate and timely whereabouts information that results in an athlete being unavailable for testing may lead to a Filing Failure, as per World Aquatics regulations.
In response to the whereabouts issue, Oleksiak had withdrawn from the world aquatics championships in July. She clarified that the matter did not involve any banned substances and emphasized her commitment to being a clean athlete without further elaboration. A cumulative total of three filing failures or missed tests within a 12-month period can trigger a two-year ban.
Swimming Canada’s CEO, Suzanne Paulins, expressed the organization’s dedication to upholding all anti-doping protocols outlined in the Canadian Anti-Doping Program, as well as those established by World Aquatics and WADA. While acknowledging Oleksiak’s explanation of the violations as inadvertent errors and her denial of using prohibited substances, Paulins emphasized the importance of anti-doping regulations in ensuring fair competition for all athletes. Paulins conveyed the national team’s sentiment of missing Oleksiak and expressed hopes for her return to competitive swimming once her ban concludes.
Oleksiak, a seven-time Olympic medalist and nine-time world championship medalist, has a decorated swimming career despite this temporary setback.
