U.S. Trade Representative Jamieson Greer defended the decision to impose new tariffs of 50 percent on a variety of Canadian goods as part of an overarching strategy to address the U.S. trade deficit, which reached $1.2 trillion in 2025. Greer emphasized the urgency of the situation, labeling it a “national emergency” during a Senate finance committee hearing, and reiterated the commitment to utilizing tariffs and negotiating deals to bolster the U.S. economy, safeguard American workers, raise their wages, and lessen the trade deficit.
Greer clarified that the tariffs were specifically targeted in response to Canadian trade actions impacting U.S. alcohol, dairy, and auto industries. He explained that these measures had been in the works for some time, citing failed attempts to resolve issues with Canada over the past year. The tariffs, affecting products like plywood and milk, are slated to take effect on August 19 and will pertain to approximately $20 billion worth of Canada’s yearly exports to the U.S.
During the hearing, Democratic senators scrutinized Greer over the impending tariffs, questioning their necessity and potential impact. Greer also fielded inquiries regarding the progress of renegotiating the Canada-U.S.-Mexico Agreement (CUSMA), expressing hope for reaching potential deals with Canada and Mexico in 2026.
Despite criticism from some senators, Greer countered claims that Canada was being unfairly targeted, asserting that only a limited number of Canadian goods would face higher tariffs than those from China. He also dismissed concerns about potential Canadian retaliation and affirmed that discussions with Canadian officials indicated no plans for such actions. Greer’s Canadian counterpart, Trade Minister Dominic LeBlanc, had engaged in talks with him following discussions between Canadian Prime Minister Mark Carney and President Trump to intensify trade negotiations.
