A drone strike launched by Ukraine caused fires at a Black Sea port in Russia, officials reported on Sunday, as new discussions aimed at resolving the ongoing conflict were set to begin. The attack targeted the port of Taman in the Krasnodar region, resulting in two injuries and damage to an oil storage tank, warehouse, and terminals, according to regional Governor Veniamin Kondratyev.
Meanwhile, Ukrainian officials stated that falling debris from Russian drones had caused damage to civilian and transport infrastructure in Ukraine’s Odesa region, leading to disruptions in power and water supply. The purpose of Ukraine’s long-range drone strikes on Russian energy facilities is to disrupt Moscow’s oil export revenue, hindering its ability to sustain a full-scale invasion. Conversely, Russia’s objective is to disable the Ukrainian power grid, aiming to deprive civilians of essential services like heat, light, and running water as part of what Kyiv officials describe as a strategy to “weaponize winter.”
These attacks occurred just before another round of negotiations brokered by the U.S. between Russian and Ukrainian envoys in Geneva on Tuesday and Wednesday, coinciding with the fourth anniversary of Russia’s all-out invasion of Ukraine on Feb. 22.
During the Munich Security Conference in Germany, Ukrainian President Volodymyr Zelenskyy raised concerns about the uncertain security guarantees for Ukraine’s future. He questioned the feasibility of a proposed free trade zone in the Donbas region, an area Russia insists Ukraine must relinquish for peace. Zelenskyy emphasized the need for security guarantees before signing any agreements and highlighted differences in priorities between the U.S. and Ukraine in the negotiation process.
Echoing Zelenskyy’s apprehensions, Democratic Sen. Jeanne Shaheen warned about the necessity of concrete security assurances in any peace agreement to prevent future conflicts. European Union foreign policy chief Kaja Kallas pointed out Russia’s diplomatic ambitions and its expectation of concessions from the U.S. at the negotiating table. She emphasized the importance of reciprocal concessions from Russia for a lasting peace.
Past efforts led by the U.S. to reach a consensus on ending the conflict, including recent talks in Abu Dhabi, have failed to address challenging issues such as the fate of Ukraine’s Donbas region, predominantly under Russian occupation.
