“Nova Scotia Coastal Whale Sanctuary Breaks Ground”

A groundbreaking ceremony for North America’s pioneering coastal refuge for captive whales was held in eastern Nova Scotia, advancing the long-awaited project. The Whale Sanctuary Project, based in the U.S., initiated plans over six years ago to establish a 40-hectare floating net enclosure near Wine Harbour, N.S. Premier Tim Houston’s cabinet granted a 20-year Crown lease for the initiative in October of the previous year.

Charles Vinick, the project’s CEO, described the ceremony as a significant step, signaling progress from regulatory hurdles to the actual construction phase. However, a delay was disclosed as the installation of the nets, initially scheduled for this summer, is now postponed until the following spring. Additionally, some final details are pending before the lease for the property can be finalized by the provincial government.

Local dissatisfaction was evident among some Wine Harbour landowners who felt misled by the government, believing unanimous consent from adjacent property owners was necessary. Despite protests, Premier Houston emphasized the widespread community backing for the project, justifying the lease approval.

The Whale Sanctuary Project has made adjustments in response to local concerns, including addressing traffic issues and altering plans to prevent an influx of ecotourists. Notably, no public facility will be constructed in Wine Harbour, with an interpretation center established in a nearby town in 2021.

Further progress hinges on securing permits from the federal Fisheries Department and raising funds to cover the construction expenses totaling $15 million and annual operating costs of $1.5 million. The project aims to create a sanctuary capable of accommodating up to 10 orcas or belugas, emphasizing the need for responsible alternatives as attitudes towards captive marine mammals evolve worldwide.
