“Canadian PM Carney to Discuss China Trade Amid US Tensions”

Prime Minister Mark Carney is set to hold discussions with Chinese President Xi Jinping amidst ongoing trade tensions with the United States. Former diplomat Michael Kovrig, who spent over a thousand days in Chinese custody, cautions Ottawa about the potential risks posed by China to Canada.

Kovrig emphasized the importance of transparency from politicians and the government in informing Canadians about the risks and benefits of engaging with China. He highlighted the need for cautious approaches and safeguards to manage any negative consequences that may arise from the relationship.

According to Kovrig, China’s recent diplomatic charm offensive should be viewed as a strategic shift in rhetoric rather than a substantive change in behavior. He warned that while China may seek to improve its image, its core behavior remains unchanged, requiring a discerning approach from Canada.

Kovrig’s detention in China in 2018, believed to be in response to the arrest of Huawei’s CFO Meng Wanzhou in Canada, significantly strained bilateral relations. As Canada faces economic challenges due to U.S. tariffs, the government is exploring trade opportunities with countries like India and China, prioritizing public safety and safeguarding against foreign interference.

Foreign Affairs Minister Anita Anand described the foreign policy approach toward China and India as pragmatic, balancing economic interests with national concerns. Despite the positive rhetoric, Kovrig urged caution in actual implementation to ensure the protection of Canadian interests.

He noted that China, under the Communist Party, poses a significant challenge to the global order and aligns itself with authoritarian regimes. Kovrig expressed mixed feelings about Canada’s efforts to strengthen ties with China, acknowledging the complexities of geopolitical relationships.

As Carney travels to Malaysia for Indo-Pacific Summit meetings, potential discussions with Xi at the APEC Summit have gained significance following the termination of trade talks with Canada by U.S. President Donald Trump over an Ontario government ad. Experts stress the importance of maintaining Canada’s stance on trade, especially in light of evolving dynamics with the United States.

Looking ahead, Carney is advised to focus on expanding trade partnerships in Asia to send a strong message of openness and collaboration to counter any trade disputes with the U.S.
