“Canada’s Prime Minister Carney to Discuss African Trade Strategy at G20”

Prime Minister Mark Carney is set to meet with South Africa’s president during the G20 summit in a move aligning with Canada’s focus on expanding global trade and reducing foreign aid. A senior Canadian official disclosed that the government’s initial efforts to diversify trade beyond the U.S. are primarily directed towards Europe and Asia, although the commitment to Africa remains unchanged.

Despite the recent federal budget not highlighting Africa or providing additional funding for Canada’s new Africa strategy introduced in March, Edward Akuffo, a political science professor, pointed out the significance of this strategy in Canada’s historical relationship with Africa. However, Akuffo noted a lack of public emphasis from Carney on this strategy, potentially prompting questions at the G20 summit regarding Africa’s role in Canada’s foreign policy.

The senior Canadian official, speaking on condition of anonymity, confirmed that Canada continues to pursue its Africa strategy, emphasizing the need for aligning funding with Carney’s priorities and African nations’ requirements. Over the past five years, Canada has invested approximately $4.5 billion in Africa for economic development, humanitarian aid, and education and healthcare support.

Notably, Carney’s government plans to reduce foreign aid by $2.7 billion over four years, with the recent announcement of cuts to a major infectious disease fund supporting initiatives in Africa. Despite this, Canada pledged a $1 billion contribution to the Global Fund, albeit representing a 17% decrease from the previous commitment. Akuffo suggested that if Carney reassures a redirection of funds into other African investments, potential tensions with South African President Cyril Ramaphosa could be mitigated.

Roland Paris, a former adviser to Prime Minister Justin Trudeau, expressed concern over Canada’s developmental aid cuts amid increasing global crises, highlighting the importance of fulfilling commitments to African countries for climate and debt financing. Paris emphasized the need for financial support from developed nations to assist African countries in adapting to climate change impacts.

The Canadian government aims to strengthen diplomatic and trade relations with South Africa, anticipating significant outcomes from Carney’s meeting with President Ramaphosa during the G20 summit.
