British Columbia’s education minister has dismissed the entire Victoria School Board amid a disagreement over a safety plan that restricted police presence in schools to emergencies only. Minister Lisa Beare emphasized the importance of student safety in the district and has installed a single trustee to supervise the district.

Beare expressed concern that the board had failed to address rising violence and gang activity in schools despite numerous opportunities. She criticized the board for neglecting input from parents and key stakeholders, including local First Nations and law enforcement, in prioritizing student safety.

Following the board’s removal, former district superintendent and Camosun College president Sherri Bell has been appointed as the trustee to replace the board immediately, serving until the next scheduled board elections in fall 2026. The decision has stirred mixed reactions, with some, like parent Alyx MacAdams, viewing it as undemocratic, while others, such as Carolyn Howe from the Greater Victoria Teachers’ Association, questioning the province’s intervention in local governance.

The province’s action comes after a report by Kevin Godden, a former superintendent of the Abbotsford School District, highlighted the board’s reluctance to incorporate community feedback into the safety plan. Various stakeholders, including Ron Rice from the Urban Peoples’ House Indigenous Advisory group, felt disregarded by the former board members.

Saanich Police Chief Dean Duthie welcomed the decision, emphasizing its significance in enhancing school safety. Meanwhile, B.C. Conservative education critic Lynne Block supported the board’s dismissal, citing the need to prioritize student safety and achievement.

The controversy stemmed from the school board’s decision to discontinue the school police liaison officer (SPLO) program in May 2023, citing concerns raised by some students and teachers about the presence of officers in schools. The province intervened following the board’s submission of a safety plan that did not meet the necessary standards, prompting Minister Beare to appoint Godden to enhance the plan.

In his report, Godden highlighted governance issues within the board and recommended training to improve their understanding of their roles and responsibilities. The decision to dissolve the board has sparked debates within the community, with contrasting opinions on the impact and necessity of the ministry’s intervention in school governance.
