“Quebec Doctors Flee Amid Healthcare Payment Dispute”

In Quebec, repercussions continue following the implementation of Bill 2 by the Coalition Avenir Québec (CAQ) government, utilizing closure measures to push through a contentious legislation altering doctors’ payment structures. Health Minister Christian Dubé swiftly introduced the bill, which was ratified within a day. The new law stipulates that doctors will have a portion of their pay linked to performance metrics, especially in caring for vulnerable patients.

The province’s move has prompted an exodus of doctors from Quebec’s public health system, with many looking to relocate to New Brunswick and Ontario. Ontario Premier Doug Ford expressed readiness to attract Quebec doctors, emphasizing the need for recruitment efforts. Quebec Premier François Legault criticized Ford’s remarks, advocating for collaboration rather than discord during this transition in healthcare spending.

Numerous doctors have already initiated the licensing process in both New Brunswick and Ontario, indicating a significant interest in relocating. The College of Physicians and Surgeons of New Brunswick reported a surge in applications from Quebec physicians, suggesting a shift in recruitment trends. Vitalité, a New Brunswick health authority, noted a notable increase in inquiries from Quebec doctors seeking information on available positions and working conditions.

Dr. Marc-André Amyot, president of the Fédération des médecins omnipraticiens du Québec (FMOQ), lamented the impact of doctors leaving on patient care, stressing the existing shortage of family physicians in Quebec. Health Minister Christian Dubé advised physicians to gather more details before making decisions, highlighting an upcoming negotiation period post-law enactment.

Meanwhile, the Fédération des médecins spécialistes du Québec (FMSQ) announced plans to challenge the law, citing concerns over individual rights violations. The FMSQ aims to contest the legislation through legal avenues, seeking a delay in implementation.
